Another
international project Evrogeomatika Ltd is working on is
eEnviPer. Together with partners from Greece, Turkey,
Croatia, Italy and
Belgium, Evrogeomatika is developing an e-government system for
issuing of environmental permits. Pilot municipality in Serbia
is Inđija,
with whom Evrogeomatika has already established cooperation
during the
i-SCOPE project.
Cooperation between
Inđija
as leader in adopting new technologies and e-government
services, and our company as leader in providing GIS solutions
comes naturally.
The purpose of
e-government is for enterprizes to spend less time dealing with
administrative procedures and more time in pursue for new
business opportunities. Less time spent in
queues for documents means
also less usage of vehicles and lower carbon production, as well
as lower amount of used paper, which positively affects both
environment and economy. For local governments, on the other
hand, building new IT infrastructure for relevant data and
buying expensive proprietary software is often too much of a
burden. eEnviPer solves this by integrating existing
solutions and using existing municipality’s data infrastructure.

As processes,
services and information relevant to ecological permits issuing are
available from different sources and agencies, there is a clear need
to integrate them in a system that enables authorities to further on
model and develop those services, but also enables citizens and
environmental experts to access them through a single interface.
eEnviPer project will test existing platform based on SOA
(System Oriented Architecture) in five European countries. Systems
that will be supported for the provision of eEnviPer services are:
(i)
GIS system
for decission-making support,
(ii)
system that enables environmental permits issuing and monitoring of
the process,
(iii) Web 2.0 platform
supporting public consultations in
environmental issues, and
(iv)
knowledge management system (KMS)
that
groups informations relevant to process of elaborating theimpact
assessment study, that would support environmental engineers during
that process.
Pilot
municipalities will develop and use the proposed platform to support
procedures for environmental permits issuing in which citizens,
enterprises, professionals and authorities are interested, by
integrating existing platforms and services or developing new
services in user-friendly manner. Typical usage of the service would
be:

Management of
environmental data including the identification of a location on a
GIS map
·
Presentation /
search of environmental data on the Internet. The application will
enable user interaction, displaying information about the project,
environmental conditions, etc.
·
Digitization of
studies and data and further integration to the system
·
Documents and
data correlations. Through this system, the stakeholders will have
the ability to gather accurate and timely information on
environmental issues that will facilitate the elaboration of such
studies, while improving the quality of the content.
·
Electronic
submission and tracking of environmental permit applications.
·
Monitoring
through system for renewal of environmental conditions,
·
Management of
complaints and business fines
·
Automatic update
to businesses about updating new environmental conditions
·
Interface with
databases of other environmental organizations (different regions)
·
Communication
with other agencies for advice on projects. |
